TOWN WARRANT
STATE OF MAINE HANCOCK, SS. To: Glendon R. Bevan, a resident of the Town of Verona Island in said County
GREETINGS: In the name of the State of Maine, you are hereby required by law to notify the inhabitants of the Town of Verona Island qualified by law to vote in town affairs, to meet at the Verona Town Hall the 30th day of March at 7:00 P.M., 2024 to act on the following articles to wit:
ARTICLE 1. To choose a Moderator to preside at said meeting
ARTICLE 2. To choose a Clerk, Tax Collector, and Treasurer for the ensuing year and vote his/her compensation from Town Expense
ARTICLE 3. To set a salary for the positions of Town Clerk, Tax Collector, Treasurer, Registrar of Voters, and Treasurer of the Sewer System REC. $34,247.00 (this reflects a 2% Raise)
ARTICLE 4. To choose the Third Selectmen, Assessor, and Overseer of the poor, for a three (3) year term that expires in 2027, and to vote the compensation from Town Expense
ARTICLE 5. To set the compensation for Selectmen REC. 1st $5,200.00 REC. 2nd 4,000.00 REC. 3rd 3,500.00
ARTICLE 6. To allow the selectmen to set the compensation for all other Town Officials
ARTICLE 7. To see if the Town will vote to raise and appropriate a sum of money for Snow Removal REC. $75,000.00
ARTICLE 8. To see if the Town will fix a date when taxes shall be due and payable and to see if the Town will set a rate of interest to be (6%) per year or part thereof after the 30th day of September, 2024. Interest will then start on the first day of the next month, Oct. 1, 2024
ARTICLE 9. To see if the town will vote to authorize the municipal officers to spend funds from surplus to pay for any tax abatements and any interest there on
ARTICLE 10. To see if the Town will set a rate of interest to be paid on tax Abatements REC. (6%) to be the rate on Abatements
ARTICLE 11. To see if the Town will set a rate of interest to be charged on unpaid sewer bills. REC. (6 %) per year or part thereof after April 1, 2024. Interest will then start on the first day of the next quarter
ARTICLE 12. To see if the Town will vote to purchase bonds for the Tax Collector and Treasurer, and to take the money from Town Expense
ARTICLE 13. To see if the Town will vote to apply the balance of the Excise Tax to overdrawn accounts
ARTICLE 14. To elect a Budget Committee and to see how many will serve. Last year (4) (Marlene, Lisa, Jen, Dorothy & Susan)
ARTICLE 15. To see if the Town will vote to take from Excise for the following government expense accounts: Town Expense $85,000.00 Town Hall 6,000.00 Telephone 1,300.00
ARTICLE 16. To see if the Town will vote to raise and appropriate a sum of money for Street Lights REC. $1,000.00
ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money for Solid Waste Disposal REC. $75,000.00
ARTICLE 18. To see if the Town will vote to raise and appropriate a sum of money for Maine Municipal Association dues REC. $1,840.00
ARTICLE 19. To see if the Town will vote to raise and appropriate a sum of money for the Verona Planning Board REC. $500.00
ARTICLE 20. To see if the Town will vote to raise and appropriate a sum of money for Cemetery Care REC. $500.00
ARTICLE 21. To see if the Town will vote to raise and appropriate a sum of money for the Hancock County Planning Commission dues REC. $935.00
ARTICLE 22. To see if the Town will vote to raise and appropriate a sum of money for Fire Protection REC. $33,000.00
ARTICLE 23. To see if the Town will vote to raise and appropriate a sum of money for the Bucksport Ambulance REC. $9,000.00
ARTICLE 24. To see if the Town will vote to put the Snowmobile Refund and Park Sharing Refund into the recreation account. The Verona Recreation Club account has a balance of $17,383.22. We recommend taking the YMCA Recreation’s request of $2,099.00 from this account instead of raising it. This is a continuing account REC. $2,099.00 FROM REC. ACCOUNT
ARTICLE 25. To see if the Town will vote to raise and appropriate a sum of money for Buck Memorial Library REC. $1,000.00.
ARTICLE 26. To see if the Town will vote to authorize the Selectmen to dispose of any tax acquired property by sealed bid. The Selectmen reserve the right to reject any or all bids. Except that the Municipal Officers shall use the special sale process required by 36 M.R.S. *943-C for qualifying homestead property if they choose to sell it to anyone other than the former owner(s).
ARTICLE 27. To see if the Town will vote to authorize the Selectmen to accept and expend on behalf of the Town, Federal and State funds which may be received in the form of Grants or for any other purpose during the ensuing year and act on anything relative thereto
ARTICLE 28. To see if the Town will vote to accept the categories of funds listed below as provided by the Maine State Legislature ESTIMATES: State Revenue Sharing…….$ 65,011.53 General Assistance….. $2,383.94 Snowmobile Reimbursement $ 72.82 State Rd. Assistance .$ 13,044.00 Homestead Reimbursement $39,452.00 Veterans Reimbursemen. $ 270.00 Tree Growth Reimbursement…$351.01
ARTICLE 29. To see if the Town will vote to authorize the municipal officers to spend an amount not to exceed 5/12 of the budgeted amount in each budget category of the 2024 annual budget during the period from January 1, 2025 to the 2025 annual town meeting
ARTICLE 30. To see if the Town will vote to increase the property tax levy limit established for Verona Island by State law in the event that the municipal budget approved under the preceding articles will result in a tax commitment that is greater than the property tax levy limit
ARTICLE 31. To see if the Town will vote to raise and appropriate the following sums of money for services outside the Town of Verona Island: Recommended WIC 200 Eastern Agency on Aging 200 Bucksport Community Concern 200 Hospice 200 Bucksport Senior Center Food Program 200 1000
ARTICLE 32. To see what sum the town will vote to authorize the municipal officers to spend from surplus to pay for unanticipated expenses and emergencies REC. $10,000.00 FROM SURPLUS
ARTICLE 33. To see if the Town will vote to raise and appropriate a sum of money for Animal Control. REC. $2,000.00
ARTICLE 34. To see if the Town will vote to raise and appropriate a sum of money for In House Re-Evaluation. REC. $25,000 FROM SURPLUS
